The drive belt tensioner is a wear item and one of the more common causes of belt squeal, belt shred and accessory bearing noise on a 2JZ. The spring tension fades and the pulley bearing dries out, and once it chirps on cold start it is usually already past it. Worth doing with the belt rather than twice.
